no, not every electronic product needs it. But if your product sits on the notified list, selling it in India without registration is illegal, and 2026 is not a year to test how strictly that is enforced. At UMSPCS we hear this question almost every week from importers, brand owners and overseas factories, so here is a plain explanation of how BIS CRS Certification actually works.

What Is BIS CRS Certification?
CRS stands for the Compulsory Registration Scheme, run by the Bureau of Indian Standards (BIS). It operates under the Electronics and IT Goods (Requirements for Compulsory Registration) Order, issued by the Ministry of Electronics and Information Technology (MeitY). Under this order, every notified product must be tested against its Indian Standard and registered with BIS before it is manufactured, imported, stored for sale or sold in the country. Once registered, the product carries the Standard Mark with an R-number, which buyers and customs officers can verify online.
So BIS CRS Certification is really a registration backed by lab testing. It is not a blanket stamp that applies to anything with a circuit board.
Is BIS CRS Certification Mandatory for All Electronic Products?
No. The scheme applies only to products named in the MeitY order and mapped to a specific Indian Standard. If your item is not on that list, CRS does not apply to it. That sounds comforting, but there are two catches.
· The list keeps growing. MeitY has added categories over the years, and a product that was outside the scheme two years ago may be inside it now.
· Naming can mislead. A product is covered based on what it technically is, not what the marketing calls it. A "smart" gadget may still fall under an older category such as IT equipment, audio-video equipment or a power adapter standard.
Because of this, the right question is never "is my product electronic?" but "which Indian Standard does my product fall under?" Getting that answer wrong is the most common and most expensive mistake we see.
Products Commonly Covered in 2026
The exact schedule should always be checked against the latest BIS and MeitY notifications, but categories that regularly need BIS CRS Certification include:
· Mobile phones, tablets, laptops, printers, scanners and monitors
· Televisions, set-top boxes, speakers, wireless earbuds and headphones
· Power adapters, chargers and power banks
· Smart watches and certain wearables
· LED lamps, luminaires and related lighting drivers
· CCTV cameras, UPS units, microwave ovens and electronic games
Note that a separate approval can sit on top of CRS. Wireless products often need WPC approval, and telecom equipment may need TEC certification. These are different regimes with different offices, and one does not replace the other.
Products That Usually Fall Outside the Scheme
Items not notified under the order do not need BIS CRS Certification. Examples are many industrial machines, bespoke electronic modules supplied to other manufacturers, and components that are not sold as finished goods. Some of these may still face other rules, such as ISI mark requirements for electrical appliances or energy labelling. Being outside CRS does not automatically mean being outside every Indian regulation.
Who Must Register?
The obligation follows the product, and the responsibility depends on how it reaches the market.
· Indian manufacturers register their own factory and product.
· Foreign manufacturers must appoint an Authorised Indian Representative (AIR) who holds responsibility toward BIS.
· Importers cannot clear notified goods through customs unless the brand or factory already holds a valid registration.
Registration is granted to a specific brand, model and manufacturing location, so a new factory or a new model usually means a fresh application or an extension.
How the Registration Process Works
The process is more straightforward than many people fear, though documentation errors cause most delays.
· Confirm the product category and applicable Indian Standard.
· Test samples at a BIS-recognised laboratory.
· Prepare the application with the test report, authorisation letters, circuit diagrams, a brand declaration and an AIR undertaking where required.
· Submit it on the BIS portal and respond to queries.
· Receive the registration number and begin marking the product.
A registration is typically valid for two years and can be renewed. Keep in mind that marking, labelling and record-keeping duties continue after the certificate arrives.
Exemptions Worth Knowing
The order allows limited relief in certain cases, for example small quantities imported for research and development or for testing, with prior permission. These exemptions come with conditions and paperwork, and the goods cannot be sold commercially. Treat them as a narrow door, not a loophole.
What Happens If You Skip It?
Under the BIS Act, 2016, manufacturing, importing or selling a notified product without the required registration can lead to imprisonment of up to two years, a fine of at least Rs 2 lakh, or both. In practice, the earlier pain is usually shipments held at the port, seized stock and delisting from e-commerce platforms. A single blocked consignment often costs more than the whole certification project.
How UMSPCS Can Help
UMSPCS works with Indian and overseas manufacturers on product classification, sample testing coordination, documentation, application filing and renewals. We start by checking whether your product needs BIS CRS Certification at all, because sometimes the honest answer is no, and you should hear that before spending money. If it does apply, we map the right standard, line up the lab and keep the file clean so that BIS queries are answered quickly.

Frequently Asked Questions
1. Is BIS CRS Certification required for every electronic item sold in India?
No. It applies only to products notified in the MeitY order. If your product is not on the list, CRS is not required, though other approvals may be.
2. Can I import notified products first and apply for BIS CRS Certification later?
No. Registration must be in place before the goods are imported or sold. Without it, customs can refuse clearance.
3. Does a foreign manufacturer need an Indian representative?
Yes. A foreign manufacturer must appoint an Authorised Indian Representative to apply for and manage the registration.
4. How long is the registration valid?
Generally two years, after which it must be renewed. It is wise to begin renewal well before expiry.
5. Is a lab report from my home country enough?
Not usually. Testing normally has to be done at a BIS-recognised laboratory, though some reports from accredited foreign labs may be accepted under defined arrangements.
6. Does CRS replace WPC or TEC approval?
No. These are independent approvals. A Bluetooth speaker, for instance, may need both CRS and WPC clearance.
