A signed NDT report with a technician's certificate attached can look complete. But a wallet card, a training certificate, or a signature doesn't show that the person was qualified for that examination, or authorized to perform it by the company that issued the report. If your team accepts the report on that basis, you may be relying on a link nobody has checked.
The first question is which qualification scheme the order or report invokes. Under ASNT SNT-TC-1A, certification is employer based. The standard is a recommended practice that guides employers in writing their own qualification procedures. It isn't a central, independent, third-party scheme. ASNT's June 2026 advisory also says a training organization can't issue SNT-TC-1A certifications on its own, even if the certificate carries ASNT branding or a Level III signature. ASNT 9712 is a different programme. It is independently issued and aligned with ISO 9712. Even so, "Level II" alone doesn't tell you whether the named person is currently certified for the method and technique used on your part.
A practical review follows the chain in order:
Does the named examiner match the report?
Which scheme applies, and who issued the credential?
Does the credential cover the right method, level and technique?
Is it current?
For employer-based systems, is there evidence that the employer authorized this person for this work?
Does the report show who performed, interpreted and accepted the result?
Keep three things separate in your records: training, personal certification, and employer authorization. Training proves only that a course was completed. Laboratory accreditation is also a separate check. It concerns the organization's scope, not an individual technician.
A missing record doesn't prove the examiner is unqualified or the report invalid. It means a link is unresolved. The article suggests recording each report under a clear outcome, such as "credential confirmed; employer link unresolved" or "training evidence only." It also gives a short request you can send the report provider, so the gap gets closed instead of ignored.
